Allan Ruiz named as senior advisor for Latin America and the Caribbean at Access Partnership

Access Partnership, a global public policy firm for the tech sector, has appointed Allan Ruiz as its new senior advisor for Latin America and the Caribbean.

In this his new role, Ruiz will support client service on policy issues related to ICTs, digital technologies, and market access.

"Allan is truly an expert in telecommunications. His wealth of experience in both the private and public sector will help support our client services in the Latam and Caribbean markets,” said Juan Cacace, Latin America lead at Access Partnership.

“Allan is one of the most respected ICT experts in the region and it is an honour to have him as part of our Latin America team.”

Ruiz enters the role with over twenty-five years’ experience in telecoms both in the private and public sectors, specifically digital and connectivity policy.

Prior to joining Access Partnership, Ruiz served as executive secretary of Comtelca, the regional telecommunications commission for Central America. He also served as vice minister of telecommunications of Costa Rica.

In addition, Ruiz also consults for the Centre for Advanced Studies of Broadband for Development, the Inter-American Development Bank (IDB) and the International Telecommunications Union (ITU).

 “I am pleased to be joining Access Partnership at such as exciting time. I hope to support clients in the development of best practice in public policies and regulations, as well as helping them navigate any barriers to market they may be facing,” added Ruiz.
