Stephanie Liston to chair Jersey’s telecoms regulator

Telecoms lawyer Stephanie Liston has been appointed to chair the new competition authority in the Channel Island of Jersey.

She will chair the Jersey Competition and Regulatory Authority (JCRA), an independent body that regulates telecoms, ports and the postal sector.

Liston (pictured) said: “I am looking forward to actively and transparently engaging with and focusing the attention of the authority in the best interests of Jersey and all stakeholders – government, business, and consumers.”

The founder and director of Women in Telecoms and Technology, she continues as senior counsel to London-based law firm Mishcon de Reya, and also runs her own consultancy, Sequoia Way, and advises Frontier Economics.

Liston has also spoken at Capacity events and is a judge for our Global Women in Telco & Tech Awards, nominations for which are still open

In the past she was a board member of Ofcom, the UK telecoms regulator, a member of BT’s Equality of Access Board, which ensured all telcos had equal access to BT’s wholesale services, and was chief legal adviser to the Telecommunications Regulatory Commission of the British Virgin Islands.

She worked for a number of UK and US law firms before Mishcon, and in the early 1990s was senior attorney at MCI.

Jersey’s market is dominated by JT – formerly Jersey Telecom – which has a major share of the landline business and runs mobile services. Others in the market are Sure, which is owned by Batelco, and Airtel-Vodafone, a joint venture between Bharti Airtel and the Vodafone group. The island is a self-governing dependency of the UK, with a population of about 100,000. 

Senator Lyndon Farnham, minister for economic development, tourism, sport and culture in the States of Jersey – the island’s government – said: “We have to ensure we have appropriate levels of competition across the different sectors of our economy, especially as we begin to rebuild our economy after Covid19.
