VTB bank is reportedly looking to obtain 3G licences, following its recent acquisition of Tele2 Russia.
Its previous owner, Tele2, struggled to secure 3G and 4G licences and experienced several regulatory obstructions.
Tele2 Russia is banned from operating in Moscow and now relies on a roaming agreement with rival operator Megafon for frequencies.
VTB will not exclude the option of cooperating with other market players to secure licences, according to local reports.
