ECTA appoints former regulator as new executive director

The European Competitive Telecommunications Association (ECTA) has appointed a former Belgian regulator as its new executive director.

Luc Hindryckx chaired the council of the Belgian Institute for Postal Services and Telecommunications until 2013 and has served on BEREC, the telecoms regulatory body of the European Union.

He replaces Erzsébet Fitori, who this month became director general of the Fibre to the Home Council Europe.

Gijs Phoelich, chairman of ECTA, which lobbies on behalf of non-incumbent competitive operators throughout Europe, said of Hindryckx: “His knowledge of the sector and leadership skills will be a tremendous asset to fulfil ECTA’s core values and mission and to strategically guide the association forward.”

Full members of ECTA include Bouygues Telecom, Fastweb, Iliad, Interoute, Level 3, Netflix, TalkTalk, Tele2, Vodafone and Wind. BT Global Services and Türk Telekom are among associate members.

As well as serving as a regulator, Hindryckx was director of residential wholesale operations and manager of business markets strategy at Belgian cable operator Telenet, and he also led regulatory affairs for Belgium, the Netherlands and Luxembourg for Global One, a 1990s joint venture between Sprint, Deutsche Telekom and France Telecom – now Orange.

Hindryckx said: “There will be many opportunities in the coming period to remind the importance of competition and to demonstrate that the virtuous circle of competition has proven results on the level of investments, innovation, choice and affordable prices for end-users with benefits for the European economy as a whole.”
