Mexico delays bids for wholesale network

Mexico has once again delayed the bidding process for a planned wholesale telecommunications network, this time by over a month.

Mexico has postponed the bidding process for a planned wholesale telecommunications network by over a month. This is just the latest delay to a project which has seen has seen constant delays since it was started.

The Communications and Transport Ministry said Friday that proposals must be submitted by the 20th October 2016, over a month’s delay from the original 8th of September deadline. The ministry claimed that bidders needed more time to secure their financing.

The network, initially meant to be launched in 2014, is part of telecommunications reform aimed at curbing the dominance of America Movil and broaden Mexico's mobile phone network.

It offers the winner of the bid cheap use of high-quality spectrum in the 700MHz band and a 20-year public-private partnership contract to build a 4G LTE mobile network that operators and virtual network operators can rent.

Terms of the bid were released in late January this year, including key deadlines in the process that the government decided to postpone in March.

The bid's winner is now planned to be announced on the 17th of November and the contract signed by late January, the ministry said. However, those deadlines are looking increasingly unlikely.
