Telecom Italia considers reorganisation of wholesale unit

Telecom Italia is considering a reorganisation of its OpenAccess unit that leases its landline network to competitors to avoid antitrust damages of up to €4 billion.

The move comes after Italy’s Council of State upheld a €104 million antitrust fine against the company in May 2015. 

Telecom Italia will seek to combine the unit into its wholesale business – a model similar to BT and Openreach, its wholesale unit. 

Under the proposed plan, Telecom Italia would have to purchase wholesale capacity from OpenAccess, with the wholesale division overseeing all operations. 

The board is scheduled to review the proposal when it meets August 6.
