European Commission to address OTT competition

The European Commission (EC) is set to call for a “level playing field” between telecoms operators and OTT providers in its proposed reform of the telecoms sector next month.

The move is part of the digital single market strategy that will be presented by the EC on May 6 2015.

According to a draft document seen by the FT and Reuters, the EC acknowledged that OTTs compete with traditional telecoms operators but are not subject to the same regulatory regime. 

"It is necessary to design a fair and future-proof regulatory environment for all services," the document said.

The impending reform will be welcome news to telecoms operators who have repeatedly called for more stringent regulation on OTT providers.

In addition, the EC said it will launch a comprehensive investigation into the increasing dominance of online platforms such as Amazon and Google, analysing how they display search results and use customer data. According to the EC, the“growing market power of some online platforms” hasraised concerns.

Last week, the EC launched a formal investigation against Google on two charges of anticompetitive behaviour.
