China issues eleven MVNO licences

Eleven mobile virtual network operators (MVNO) licences have been issued to private companies looking to resell services from China’s three state-owned operators.

This move is part of a two- year trial to increase investment and competition in the country’s mobile market where there are only three mobile operators – China Mobile, China Telecom and China Unicom.

The selected eleven companies include rival e-commerce companies Alibaba and Jingdong, Telling Telecommunication Holding, Beijing Bewinner Communications, Lianlian.com and Huangxiang Telecom.

MVNO’s are expected to start operations in early 2014, with Telling launching services in May, according to vice manager Yi Jiangnan.

Licence rules stipulate how the new market will be supervised, conditions regarding service charges, quality, consumer rights and information protection.
